A Non-Vessel Operating Common Carrier is a licensed freight intermediary that arranges ocean transportation on behalf of shippers without operating the actual vessels. NVOCCs are regulated by the Federal Maritime Commission (FMC) under 46 USC 40102 and are held to the same legal carrier standards as vessel-owning ocean carriers.
Holding an FMC NVOCC license is not a formality. It is a statement of legal accountability. As a licensed NVOCC, Syqora Group can issue its own house bills of lading, negotiate directly with ocean carriers for container space and rates, and bear legal carrier liability for the cargo we move.
